The NJHMFA Down Payment Assistance Program (DPA) provides up to $15,000 for qualified first-time homebuyers to use as down payment and closing cost assistance when purchasing a home in New Jersey. The DPA is an interest-free, five-year forgivable second loan with no monthly payment.To participate in this program, the DPA must be paired with an NJHMFA first mortgage loan. The first mortgage loan is a competitive 30-year, fixed-rate government-insured loan (FHA/VA/USDA) or conventional mortgage, originated through an NJHMFA participating lender. If you are not eligible for LIHEAP, there are other utility assistance programs you may qualify for. Details for each of these programs follow. It includes figures for the different income eligibility guidelines set for each program.
SUEZ Cares - NJ SHARES administers a water assistance program for Suez Water (formerly United Water) customers in need. There is no income guideline for the program. Customers must be experiencing a financial crisis, have to make a good faith payment of $20 within 90 days prior to applying to qualify for a maximum grant of $100. Property tax bills are mailed once per year in July and include four (4) quarterly payments. Taxes are due on the first of February, May, August and November. There is a 10 day grace period after which interest is applied. Please note that the State of New Jersey does not allow the Tax Collector to acknowledge postmarks and that the Tax Collector is not responsible for lost or delayed mail. Therefore, taxes must be received in this office on or before the 10th. If the 10th falls on a weekend or a legal holiday and the office is closed, the grace period is extended to the next business day. Payments received after the grace period will be assessed 8% interest per annum on the first $1,500.00 of delinquency and 18% per annum on all balances over $1,500.00 calculated from the due date (the 1st). Any balances in excess of $10,000.00 on December 31st will be assessed a 6% year end penalty.

It is recommended that the PUD/R-1 Zoning District in the northwestern portion of the Township, bounded by State Highway 66, Jumping Brook Road, Green Grove Road, and a portion of Bangs Avenue should be further evaluated along with the adjacent C-1 Zoning District that borders the PUD/R-1 Zone to the West. There is a wide range of existing land uses in this area, including single-family and multi-family residential, commercial, schools, vacant land and smaller portions of publically owned property. Overall, the PUD/R-1 zoning designation does not reflect the existing patterns of development. The overall area should be evaluated for consideration of more appropriate Zoning District(s), which reflect prevailing patterns of development and are sensitive to adjacent Zoning Districts, as well as important corridors, such as State Highway 66. Further, this evaluation should also consider more appropriate zoning in the C-1 District indicated above, with consideration given to existing residential development in the southern portion of this District. A transitional Zoning District, between existing residential development in the southern portion of this area and anticipated commercial Zoning along the State Highway 66 corridor to the north should be considered in any evaluation of these Zoning Districts.
